The
implementation
of
the
Framework
Agreement
is
still
the
main
political
condition
that
the
EU
will
assess
when
taking
into
account
the
candidacy
letter,
the
European
Union
Special
Envoy
to
Macedonia,
Alexis
Brouhns,
said
in
an
exclusive
interview
with
MIA.
"It
is
therefore
important
to
enact
in
Parliament
the
remaining
laws
connected
with
the
Framework
Agreement.
One
important
chapter
of
it,
decentralization,
has
not
yet
been
voted
in
Parliament.
The
Government
introduced
the
three
more
important
laws
regarding
fiscal
decentralization,
status
of
Skopje
and
new
local
boundaries,"
Brouhns
said.
Brouhns
expressed
hope
that
the
Parliament
would
manage
to
conclude
the
two
readings
of
those
laws
on
constructive
way
by
March.
"Local
elections
are
indeed
foreseen
for
October
and
the
new
municipalities
should
exert
the
new
competence
as
of
January
1st
2005.
It
is
impossible
to
prepare
the
new
municipalities
for
their
new
competencies
before
the
laws
are
voted,"
he
said.
Brouhns
considered
the
idea
of
having
a
national
referendum
on
local
borders
as
an
unhelpful
initiative.
