Macedonia
has
made
real
efforts
to
make
progress
in
the
Stabilisation
and
Association
Process
(Sap)
in
2003.
Implementation
of
the
Framework
Agreement
remains
essential
to
sustain
stability
and
guarantee
the
development
of
Macedonia
as
a
unitary
and
multiethnic
State,
reads
the
Annual
Report
of
the
European
Commission
for
Macedonia.
"Many
major
reforms
are
needed
in
the
areas
of
good
governance,
rule
of
law,
the
fight
against
corruption
and
organised
crime.

special
reference
is
made
to
the
need
to
introduce
a
comprehensive
reform
of
the
judiciary,"

"Macedonia
has
been
successful
in
maintaining
a
stable
macro-economic
framework.
Maintaining
this
will
be
a
decisive
factor
in
conducting
the
economic
reforms
needed,
but
a
functioning
market
economy,
an
improved
business
climate,
stronger
competitiveness
and
the
enforcement
of
property
rights
are
also
necessary,"
