Macedonia,

On
the
occasion
of
the
Third
Anniversary
of
the
signing
of
the
Ohrid
Framework
Agreement,
we
commend
the
progress
made,
over
the
past
three
years,
in
moving
towards
the
goal
of
a
multi-ethnic
and
unitary
Macedonia
integrated
into
the
European
Union
and
NATO.
The
balance
of
rights
and
obligations
contained
within
the
Agreement
is
reflected
in
the
legislation
flowing
from
it.
This
anniversary
falls
as
some
of
the
key
final
pieces
of
legislation
required
by
the
Agreement
are
debated
in
Parliament.
We
welcome
the
recent
adoption
of
the
first
of
these
pieces
of
legislation,
on
Municipal
Boundaries
and
on
the
City
of
Skopje,
and
look
forward
to
the
adoption
and
implementation
of
the
remaining
laws
relating
to
decentralization.
Together,
this
legislation
will
allow
municipalities
to
better
provide
services
to
all
citizens
and
achieve
real
democracy
by
bringing
government
closer
to
those
it
serves.
As
we
look
forward
to
the
final
legislative
stages
of
Framework
Agreement
implementation,
we
underscore
that
all
parties
are
obliged
to
use
exclusively
peaceful
and
legal
means
to
effect
political
changes.
